Spectrum Replaces IBM-Rational. Adds Entire Suite of Borland® Products
to Spectrum's GSA Schedule in Response to Government Legacy Migration
and Interoperability Challenges
SCOTTS VALLEY, Calif. and FAIRFAX, Va. – August 18, 2003 – Borland
Software Corporation (Nasdaq: BORL) and Spectrum Systems, a leading government
reseller and systems integrator, today announced an agreement to add
the Borland® Application Lifecycle Management (ALM) solution to
Spectrum Systems’ General Services Administration/Federal Supply
Service (GSA/FSS) Schedule (GS-35F-5192G). The government backed GSA
schedule is a government wide procurement contract that combines
“fair and reasonable” pricing with ease of procurement for a
multitude of products and services.
The agreement between both Spectrum and Borland is designed to help
both companies address Federal customer demand for increased
capability, quality and cost-control of their software through
application lifecycle management without vendor lock-in. According to
a study by market research firm Input, the Federal government will
spend upwards of an estimated $5 billion on e-government initiatives by
2007. Furthermore, the Federal Office of Management and Budget has
placed high priority on tracking the trends of cross-platform
solutions, process, design and Web services implementation and
integration tools that address cross-agency and inter-agency
government initiatives*.

reduced. Cross-platform process and design is imperative as Federal
organizations look to address legacy migration, interoperability and
systems integration across Web-enabled and mixed technology

the superior integration and technology neutrality of Borland
products more complimentary to our application development services.
This helps us to provide customers with a powerful, cost effective
development platform and assist compliance with initiatives around the
Capability Maturity Model (CMM).”
Spectrum will work with the Borland Federal government sales office
in Washington, D.C. to service customer accounts. Under the terms of the
agreement Spectrum will extend their Borland offerings beyond the
Together®, CaliberRM™ and StarTeam® software design and management
technologies, to offer customers the full suite of Borland ALM
products. The Borland ALM solution is designed to enhance software
capability in accordance with operational needs, uniting IT
stakeholders involved in the software development process from the
CIO and architect through to the developer to provide a synergistic
fast development team. Borland ALM consists of technology independent
products across the define, design, develop, test, deploy and
management stages of application development. Moreover,
cross-platform technologies such as Borland® Janeva™ are designed to
offer tightly coupled integration and interoperability between the
Microsoft® .NET Framework and an organization’s existing J2EE™ and
CORBA® infrastructure investments.
