SSA Awards Spectrum Systems BPA for Purchase of
HP Software Products and Support Services

Fairfax, VA –November 7, 2007 – Spectrum Systems, Inc., a leading provider of end-to-end enterprise IT solutions and services to the public and private sectors, is pleased to announce that the Social Security Administration (SSA) has awarded Spectrum a Blanket Purchase Agreement (BPA) for the purchase of ongoing software licensing, maintenance support services, and technical support services for Hewlett Packard (HP) products.

The products covered by the BPA include HP’s entire Business Technology Optimization (BTO) portfolio of application quality management solutions including those products formerly owned by Mercury Interactive. Spectrum is the only company that can offer all these HP Software products plus their newly-acquired SPI Dynamics enterprise security products through its General Services Administration (GSA) Schedule #GS-35F-5192G.

This Blanket Purchase Agreement, with an estimated value of $28 million over the next five years, is expected to decrease SSA’s costs for acquiring HP software and services by reducing paperwork and to save time by eliminating the need for repetitive, individual purchases from the GSA schedule contract. The end result will be to create a purchasing mechanism for the Government that works better and costs less.

In addition to Spectrum's work with Quality Center, Performance Center and Business Availability Center, for this BPA Spectrum has partnered with long-time fellow SSA solution providers Evergreen Systems and NDW Corporation. Evergreen Systems will continue their efforts with SSA on mission critical Service Management objectives, while NDW will continue their work with SSA on the HP Change and Configuration Center to insure that its software is always in its desired state-- available, up-to-date, and secure.
